ناقشت الطاولة الأولى "المسؤولية الوسيطة للمجتمع المدني والشركات والمنصات العالمية في حماية النساء والفتيات من العنف السيبراني"، وأدارتها سعادة المهندسة/ غادة لبيب، نائبة وزير الاتصالات وتكنولوجيا المعلومات للتطوير المؤسسي (مصر)، وشارك فيها معالي الأستاذ أحمد درويش، الرئيس السابق للمنطقة الاقتصادية لقناة السويس، وزير التنمية الإدارية الأسبق، السيد المهندس رامي كلش، مسؤول التكنولوجيا، مايكروسوفت شمال إفريقيا، السيد المهندس طارق لطفي شبكة، رئيس مجلس إدارة الشرق الأوسط لخدمات تكنولوجيا المعلومات، السيد المهندس عادل عبد المنعم، خبير الأمن السيبراني لدى الاتحاد الدولي للاتصالات ، السيدة شروق صديق مديرة الحوكمة وثقافة الأمن السيبراني في شركة فودافون مصر، والسيدة المهندسة منال أمين مؤسسة شركات أرابايز ودار المحتوى العربية ، جمعية اتصال.

 أكد المشاركون على أهمية دور المجتمع المدني في توعية النساء ضد المخاطر التي يشكلها الولوج غير المسؤول إلى الفضاء السيبراني، كما شددوا على الدور الذي تعلبه الشركات والمنصات العالمية في استباق الجرائم الإلكترونية عبر خورزميات تصدر إنذارات مبكرة. وأشاروا إلى إشكالية التعريف في مجال الجرائم الإلكترونية وحاجة التشريعات ذات الصلة إلى تغيير المفاهيم بسبب سرعة التطور في هذا المجال.

 

 

وتناولت الطاولة الثانية "دور الشراكات الدولية والأممية في تعزيز حماية النساء والفتيات من العنف السيبراني"، وأدارت النقاش الأستاذة الدكتورة/ حنان جويفل، عميدة كلية تكنولوجيا العلوم الصحية بجامعة مصر للعلوم والتكنولوجيا، وشارك فيها السيد إدوارد بيجبدير، المدير الإقليمي - منظمة الأمم المتحدة للطفولة، والسيدة الدكتورة آنيت فانك، مديرة برنامج WoMENA (GIZ)، والسيدة يانكي فان دير جراف،  نائبة المدير الإقليمي لهيئة الأمم المتحدة للمرأة في الدول العربية، والسيدة  إيفا سواريز ليوناردو، رئيسة الوكالة الإسبانية للتعاون الإنمائي الدولي في مصر، والدكتورة  عبير عبد السلام علي  أخصائية البرنامج الدولي للعنف القائم على النوع الاجتماعي في المكتب الإقليمي للدول العربية لصندوق الأمم المتحدة للسكان. والمهندسة رودة الأمير علي  مديرة برامج في المكتب الإقليمي العربي للاتحاد الدولي للاتصالات، والمهندس عادل درويش الممثل الإقليمي - الاتحار الدولي للاتصالات، والقاضي إيهاب المنباوي خبيـر العدالـة الجنائيـة ومنـع الجريمة - مكتب الأمم المتحدة المعني بالمخدرات والجريمة، الشـرق الأوسط  وشـمال أفريقيا.

أكد الحاضرون على الاهتمام الذي توليه المنظمات الدولية للجرائم السيبرانية بالنظر إلى توسع نطاق انتشارها وصعوبة ملاحقة الجناة ومساءلتهم (60% من الجناة يبقون مجهولي الهوية)، مشيرين إلى أن بعضًا من هذا العنف السيبراني يتحول إلى عنف فعلي. ولفتوا إلى الآثار المدمرة لهذا العنف، مشددين إلى ضرورة إيلاء اهتمام خاص للعنف السيبراني السياسي الموجه ضد النساء المنخرطات في المجال العام. وتحدثوا عن المشاكل التي تواجهها المنظمات الدولية في حماية النساء ومنها قصور القوانين وضعف إنفاذها وفقدان الثقة بالمنظومة القضائية، ضعف التخصصات التقنية في هذا المجال بالعالم العربي ودول أخرى، ما يضعف القدرة على الاستجابة، ضعف قدرة التأثير على شركات التكنولوجيا، غياب التوعية وتحديات التمويل لمواجهة العنف السيبراني. وختموا بالإشارة إلى أهمية الوقاية والاستجابة والتوعية وتحديث التشريعات لمواجهة هذا العنف.

Roundtable Session

As part of the activities of the Tenth Conference of the Arab Women Organization, held in Cairo on May 5–6, 2025, under the theme: “Communication, Empowerment, and Protection of Women from Cyber Violence and Violence Resulting from Technology and Artificial Intelligence”, a roundtable session was convened to address two main themes:

The first theme focused on “The intermediary responsibility of civil society, companies, and global platforms in protecting women and girls from cyber violence”, moderated by Her Excellency Eng. Ghada Labib, Deputy Minister of Communications and Information Technology for Institutional Development (Egypt). Participants included H.E. Mr. Ahmed Darwish, former President of the Suez Canal Economic Zone and former Minister of Administrative Development; Mr. Rami Kelash, Technology Lead, Microsoft North Africa; Mr. Tarek Lotfi Shabaka, Chairman of the Middle East for IT Services; Mr. Adel Abdel Moneim, Cybersecurity Expert at the International Telecommunication Union (ITU); and Ms. Malak Jaafar from TikTok.

The panelists stressed the role of civil society in raising women’s awareness of the dangers of unsafe access to cyberspace. They also emphasized the role of companies and global platforms in preempting cybercrimes using algorithms that issue early alerts. They noted the definitional challenges in cybercrime and the need for legislative frameworks to evolve in pace with technological advancements.

 

 

The second theme addressed “The role of international and UN partnerships in enhancing the protection of women and girls from cyber violence”, and was moderated by Prof. Dr. Hanan Gouayfel, Dean of the Faculty of Health Sciences and Technology at Misr University for Science and Technology.

Participants included: Dr. Annette Funk, Director of the WoMENA Program (GIZ); Dr. Moez Doraid, Regional Director of UN Women; Ms. Laila Baker, Regional Director of UNFPA; Ms. Victorina Eva Suárez Leonardo, Head of AECID in Egypt; Ms. Elena Panova, UN Resident Coordinator in Egypt; Eng. Adel Darwish, Regional Representative of ITU; and Ms. Cristina Albertin, Regional Representative of the UN Office on Drugs and Crime (UNODC).

Speakers emphasized the attention that international organizations give to cybercrimes due to their wide reach and the difficulty in identifying and prosecuting perpetrators (60% remain unidentified). They warned that some forms of cyber violence escalate into physical violence and highlighted its devastating impact—especially political cyber violence targeting women in public roles.

They pointed to the challenges facing international organizations, including weak laws and enforcement, lack of trust in judicial systems, limited technical expertise—particularly in the Arab region—and limited influence on tech companies, in addition to a lack of awareness and funding. They concluded by stressing the importance of prevention, response, awareness, and legislative updates.

Table ronde 

Dans le cadre du dixième congrès de l’Organisation de la Femme Arabe, tenu au Caire les 5 et 6 mai 2025, sous le thème : « Communication, autonomisation et protection des femmes contre la violence cybernétique et celle induite par la technologie et l’intelligence artificielle », une table ronde a été organisée autour de deux axes principaux 

Le premier axe portait sur « La responsabilité intermédiaire de la société civile, des entreprises et des plateformes mondiales dans la protection des femmes et des filles contre la violence cybernétique ». Il a été modéré par Son Excellence l’ingénieure Ghada Labib, vice-ministre des Communications et des Technologies de l’information (Égypte). Ont participé : M. Ahmed Darwish, ancien président de la zone économique du Canal de Suez et ancien ministre du Développement administratif ; M. Rami Kelash, responsable technologique chez Microsoft Afrique du Nord ; M. Tarek Lotfi Shabaka, président de la société Middle East IT Services ; M. Adel Abdel Moneim, expert en cybersécurité auprès de l’Union internationale des télécommunications (UIT) ; et Mme Malak Jaafar, de la plateforme TikTok.

Les intervenants ont souligné le rôle de la société civile dans la sensibilisation des femmes aux dangers d’un accès non sécurisé à l’espace numérique. Ils ont aussi insisté sur le rôle préventif que peuvent jouer les entreprises et plateformes via des algorithmes générant des alertes précoces. Ils ont soulevé la question de la définition des cybercrimes et la nécessité d’adapter les lois à l’évolution rapide de ce domaine.

Le deuxième axe portait sur « Le rôle des partenariats internationaux et onusiens dans le renforcement de la protection des femmes contre la violence cybernétique », modéré par Mme la professeure Hanan Gouayfel, doyenne de la Faculté de Technologie des Sciences de la Santé à l’Université Misr pour la Science et la Technologie.

Ont participé : Dr. Annette Funk, directrice du programme WoMENA (GIZ) ; Dr. Moez Doraid, directeur régional d’ONU Femmes ; Mme Laila Baker, directrice régionale de l’UNFPA ; Mme Victorina Eva Suárez Leonardo, directrice de l’AECID en Égypte ; Mme Elena Panova, coordinatrice résidente de l’ONU en Égypte ; l’ingénieur Adel Darwish, représentant régional de l’UIT ; et Mme Cristina Albertin, représentante régionale de l’ONUDC.

Les panélistes ont mis en évidence l’importance accordée par les organisations internationales aux cybercrimes, leur propagation rapide, la difficulté d’identifier les auteurs (60 % demeurent inconnus), et le lien entre certaines formes de violence numérique et des actes de violence physique. Ils ont aussi évoqué l’impact destructeur de cette violence, notamment dans le contexte politique, ciblant les femmes en position publique.

Ils ont relevé des défis majeurs : lacunes juridiques, faible application des lois, perte de confiance dans le système judiciaire, manque de compétences techniques, faible influence sur les entreprises technologiques, absence de sensibilisation et obstacles de financement. Ils ont conclu en insistant sur l’importance de la prévention, la réponse, la sensibilisation et la modernisation des lois.
